So, I'm pretty sure that membership in these SIGs is loosely defined and can't be done automatically (for instance, there is a FAS group for gitfedora-mate, but nothing for xfce).
In order to create these, we would need someone (or a few people) from each SIG to step up and volunteer to take ownership of the badge. They could then award it to the other people currently in the SIG and to newcomers in the future.
