#72 Budget update for FY2014

Finally, Budget for FY2014 has been allocated [0]. We can start pushing all toward to spread Fedora more.
Unfortunately, for some reasons, the allocated budget is below what we proposed (about 70% only - see below); then we have to live with it.

In the last FAmSCo meeting [1], we decided to cut off our plans to meet that fact. I have just changed the APAC Budget page [2] to add one more column "Allocated Cost" to all tables.
I suggest we should try to cut off on low-priority activities (in each country page [3], we got priorities) and reduce costs of high-priority ones as much as possible. That's the best way right now.

If you do not see any problems with this, please make possible changes in your country page by this Sunday then notify me.
Finally, if the total is still higher than total allocation budget, we would have to force cut off on each of your activities to 70% of proposal.

We will discuss all the updates in the next FAmSCo meeting then we will have final discussion in the next APAC meeting.

This is the first year we did this budget plan so I see we would have a lot of things to do more. I myself would try to support you all as much as possible; do follow up to update the actual spends with hopes that we will get better situation next years.

I strongly believe that we need a "volunteer or two" for keeping our budget on track and target for the remainder of FY2014 as food for thought. :)

Possibly two people "primary and alternate," just in case things come along, the concept is not lost and having a backup is a very prudent and useful system concept. :)

We sent out reminders last week, and provided a critical date of completion. Please go over the budgets on set this date. If modifications have been made, good enough, otherwise I suggest you make modifications that you see fit and proceed. It really isn't possible to wait too long over such critical tasks IMO. It's important to have the budget in order ASAP.

As I mentioned in the ticket, by budget allocation we got, all budget items which not changed by the deadline would be automatically deducted by 30%.
Of course, actual spends could be far different but we still need to track them all for improvements year to year.

The budget wiki page [1] has been updated to meet the real allocation budget [2].

For countries which have got explicit updates, they have been put to the budget page.
Budgets of countries which have not got explicit updates have been automatically reduced 30%.

In quarterly total row, I added three additional columns which for:
* Total budget adjusted by countries.
* Real allocation budget.
* and Reserved budget = Adjusted budget - Allocation budget.
