At the moment there can only be one group of fedocal admin, we should be able to set more (ie: sysadmin-main and sysadmin-calendar).
This should be simple, code is already in nuancier-lite: https://github.com/fedora-infra/nuancier-lite/blob/master/nuancier/__init__.py#L56
Note: I speak here about fedocal admin, not calendar admin
