It would be helpful to have a Fedora 23 Cloud QCOW hosted that supports all languages. This was removed after Fedora 22 Cloud.

As discussed in the last meeting, last Friday I have made one image with updated Fedora 23 packages, and removed the lang hack. It is available at https://kushal.fedorapeople.org/cloud/f23-2016-01-06-all-lang.qcow2
