Default to update ID-based URLs

Description

By default bodhi hands out URLs that contain the full n-v-r of every package in an update. These get unwieldy when lots of packages appear in a single update [1]. Links based on these n-v-r lists are also invalidated when one edits updates to include newer packages.

Bodhi also accepts URLs based on update IDs [2]. If it used those by default then both of these problems would largely go away. Would doing so make sense?

This issue should be resolved with bodhi v0.8.3, which is currently deployed to production.
