set bugs with published updates to MODIDFIED before they are pushed

Description

Currently bodhi keeps bugs mentioned in updates in the state they are until the update is submitted to a repository. According to the bug workflow[0] a bug should be set to MODIFIED once a fix is commited to CVS. The submission of an update is an indication of this, therefore the bug should be set to MODIFIED.

This also helps other tools to notice when it is already worked on the bug, e.g. the upstream release monitoring service will modify bugs that are still in ASSIGNED in case a a new release was made by upstream since the bug was created. Changing the bug to MODIFIED would help here, because otherwise it would have to query bodhi by itself.

This would save a LOT of time during the run up to releases where a lot of time is consumed trying to find out the status of bugs that are in ASSIGNED.

Is there an estimated time line for implementing this feature?
