Problem

Forwarding configuration from master zones is applied without regard to idnsZoneActive attribute.

Steps to Reproduce

Create an master zone,
Configure a forwarder for the zone,
Disable the master zone,
The forwarder still works even if it should not.

Environment

Plugin version: 8.0+
