Update watcher -> autoqa interaction to call 'atest'

Description

The current watcher scripts will call /usr/bin/autoqa. /usr/bin/autoqa needs to be updated to call the appropriate atest command to initiate tests.

A sample invocation looks like :

atest job create "rawhide_acceptance" -B never -a never -f /usr/share/autotest/client/tests/rawhide_acceptance/control.sanity  -m hp-xw9300.test.redhat.com

It appears you must provide a test system or list of systems, or a file containing a list of systems when you schedule the job. I thought there was a way specify any systems with a matching label (e.g. F-11-x86_64).

autoqa (in the wwoods-autotest branch of git) now uses atest.
