CheckReqPkgConfig is about that package should require pkgconfig if it contains a .pc file.

As of now, CheckReqPkgConfig checks the specfile if it's for EPEL5, otherwise it trusts the automatic dependency generation. A simpler approach would be to check the the generated RPM:s actually have a pkgconfig dependency, auto-generated or not.
