#88 Incorrect initconfig directory if user has no home directory.

By default a DS instance will run as nobody which has no home directory. Since
the user is not root, the initconfig script will be created under
$HOME/.dirsrv. Since for nobody the $HOME will be empty, the initconfig will be
created in /.dirsrv.

When the $HOME is empty the initconfig directory should be /etc/sysconfig.

bz has patch for review

There have been changes to the code in DSCreate.pm.in since Endi Sukma Dewata patch recommendation. While the shell scripts have not been modified the changes in the perl file appear to be sufficient to resolve the issue. I tested with root without a USER or HOME variable set, and everything gets installed correctly, and all the scripts work.
