#49073 When nsDS5ReplicatedAttributeListTotal contains an empty set of attribute it is ignored

When defining a fractional replica agreement with

nsDS5ReplicatedAttributeListTotal: (objectclass=*) $ EXCLUDE

Total init will ignore this definition because the resulting set of excluded attribute is empty.

A consequence is that the total init will use the fractional replication configuration taken from nsDS5ReplicatedAttributeList
