I committed an update to lib389 to better use systemctl and it's features, rather than relying on wrappers. While this works on EL7 and older fedora, this did not work on Fedora 24 or higher. As a result, this caused a process to show as not running, when it was. This led to the instance still running when the semaphore was attempted to be deleted.

Tests are passed and changes look good to me.
Can you also, please, switch off debug in the '''plugin_test.py''' with your patch?
