#48859 modifying nsslapd-rootpw should accept a hash

If the value of nsslapd-rootpw is altered, it should accept a pre-hashed password.

At the moment, a change to nsslap-rootpw, hast_rootpw in modify.c is always called. This limits some options around setup and scripting of changes to DS.


Input from William:

1.4.x, or 1.3.6. This is needed for 48853 (The new installer).

Setting milestone to 1.4 for now.
