#48236 Add get effective rights helper to lib389.

Add a get effective rights wrapper to lib389 so that tests can more easily include the ability to validate rights and acis within the DS instance and test cases. Additionally, this will be useful for administration tools that include lib389 as their base.


Two small fixes for left over debugging.
