The problem is that when we use listenhost/secure listen host, the function: PR_StringToNetAddr() is returning the IPv6 address which the ACL plugin was rejecting. Since the fix for ticket 196 allows access control to use IPv6, it inadvertently fixed this issue as well.
Closing ticket as a "duplicate" of 196.
