Admin's e-mail should behave in the same way as other DNS records, i.e. zone origin will be appended to the string if period at the end is not present.
Example of wrong behaviour:
[root@pspacek ~]# ipa dnszone-add x.test --name-server=ns --admin-email=bigboss ipa: ERROR: invalid 'admin_email': missing address domain
While working on this ticket please check also user_add e-mail validator. This command is reported to fail when IPA is installed with a hostname without a domain and then user is added.
